As Assistant Director of Place, you will oversee a range of essential services, including Environmental Management, Highways, and Facilities Management. This role requires a hands-on, solutions-focused leader with a strong operational mindset to drive service improvements, enhance efficiencies, and deliver high-impact projects that benefit the borough.
You will play a crucial role in leading teams, managing resources effectively, and ensuring services meet the needs of our residents and businesses. Collaboration with internal departments, external partners, and the wider community will be key to delivering innovative solutions and ensuring the smooth operation of our essential services.

We have a rich history of transforming our industrial history into ways of supporting the environment across our borough. We have chosen some examples of this, to illustrate our pioneering ways of repurposing our industrial past, the impacts we have had on the environment and our community’s passion around carbon neutrality.
A cotton loom machine from Littleborough was converted to weave fibreglass after the decline of the cotton industry. This loom machine went on to produce the moulds used to make the Concorde aeroplanes’ nose cone.
On 10th September 1927, Rochdale Borough Council employed a deep-sea diver to repair a large gas holder at the Rochdale Corporation Gas Works. This diver was subsequently requisitioned to examine the water tank which seals the holder. As part of our regeneration scheme, we are looking to develop the site today, creating a multi-level residential scheme with basement parking.
Rochdale Youth Parliament has been passionate about supporting our journey towards carbon neutrality. We are proud to share that they have published a series of videos explaining important climate change terms, such as net zero targets and carbon neutrality. Students from Hopwood Hall College have also conducted debates on some key climate change issues with local residents. The council was awarded Local Authority Body of the Year for promoting energy efficiency in the borough in the Northwest Energy Efficiency Awards 2022. Likewise, the borough of Rochdale achieved membership of the Sustainable Food Places networks in supporting efforts to make local, healthy and sustainable food available in 2025. 12 of Rochdale’s green spaces secured Green Flag Awards in 2024.
